Spasticity?

I've been trying to get a "good" definition on spasticity and can't seem
to get a clear picture of it.  My legs have been bothering me for almost
3 months now.  I feel a slight sense of electricity going through them at
times (for days), and when that goes away, my legs are sore (tight muscles).
The muscles are not usually all tight at the same time, it seems to move
from my calf to my thigh.
This is mainly effecting my right leg.  The problem had gone away for a
week or so, but came back.  My doctor told me it's nothing to worry about,
and a nueroligist explained to me that it is benign fasculations (sp?).
I have had an MRI of the brain and neck done, both are clear.  Lately,
the legs are fine when I wake up, but seem to get worse as the day goes
on.  They started hurting more last night at bowling, but got better before
I finished.  This is all very odd to me.  I have read somewhere that
spasticity is not a good thing to have, so I was wondering if this sounds
like it may or may not be that.
