Strange feelings in the back of my head and neck.

I am 26 year old white male.   I have been having strange almost electrical like feeling at the base of my skull going down through my neck for about two months now.   Most of the time it gets worse through out the day but not very painful just weird feeling.    Occasionally it has been very sever and almost brought on a panic attack.   I have been to the ER and had a CT scan done with others test and every came back fine.     I am starting to think it has something to do with the optic never and spinal cord but I have no clue how to explain my symptoms.   Has anyone felt something like this?    Other small less frequent symptoms are tingling in the backs of my fore arms with stiffness and loss of function,  dizziness and loss of concentration,  loss of vision and blurred vision,  pain above my eyes and around the eye sockets.    I have had test done for glaucoma as well and everything came back fine.   Any help would be appreciated.
