Symptoms of normal pressure hydrocephalus

My mother has been diagnosed with NPH and currently has a shunt in place.  While our family thinks she has been helped by the shunt, she still does not feel well.  Her main complaints have been dizziness and her eyes are "jiggly" for lack of a better word.  Her eyesight is very good but she feels like her eyes jiggle in her head.  Could these symptoms be caused by the NPH or should we be looking for other problems?  She's been to several doctors and has been told she is depressed but she does not want to take any anti-depressants as she's very sensitive to medications.
