Tubular Sclerosis

My grandson (Tanner) is 19 years old and has tublar sclerosis. During childbirth he was deprived of oxygen for a while. He was perfectly normal until the age of 6 months. He started having convulsions and his condition has worsened since then. My daughter kept him at home until she no longer could carry him.Tanner now lives in a group home and does not talk, wears Depends and has convulsions (30 or so a day). After a few grand mall (sp) convulsions, they put a defibulator on the side of his neck under the skin. If he has a big convulsion that lasts pretty long, the workers put a magnet on the defibulator.

My question is "was his condition of tubular sclerosis caused by the lack of oxygen at childbirth?"
