Two year old with low muscle tone not walking

I am the aunt of a  2 year 1 month old boy who is still not walking independently.  He has low muscle tone, incredibly flexible joints and sees a PT once a week. He is able to cruise along furniture and walk with someone's hand, but collapses when attempting on his own.  

His initial diagnosis as an infant was "tortocolis." The pediatrician, the PT, and most recently a pediatic orthopedic have all said that structurally he is fine, but just needs to develop the muscle strength to progress to independent walking.  His parents accept this without question and it boggles my mind that no one is suggesting that it be investigated any further.  The ortho said that if he isn't walking by 2 yrs. 9 mo, bring him back for another check.

Shouldn't they be referred to a neurologist to figure out the source of these muscle and development issues?  I try to sit back and be quiet because they trust the professionals they are dealing with.  If this were my child, I would be very hungry for more answers than, "Just wait, and it will come."   I just feel there must be a bigger issue at play and I worry that he is not getting enough early intervention.  Should I just let the doctors do their job and keep my concerns to myself?   He is a sweet boy and I only want the best for him.

I'm the aunt of a 18 month old boy who has floppy legs and arms.  He takes PT once a week, but he still not sitting up, standing, or rolling over.  He looks like a 5 month old.  He's had a MRI and his brain seemed normal.  The doctor's do not Know what's wrong with him.  Help!

I would be just as concerned as you. I would ask the Ortho what would he be testing for IF he is not walking by the 2 year 9 month mark and instead of waiting, I'd say, do those tests now...

But then again the parents have to get with it. Maybe you can convince them that your nephew needs to see another doctor for another opinion.
