What is a hypoplastic Left Vertebral artery?

I recently had an MRI for horrible migraines and when I got the report back it said I had hypoplastic left vertebral artery. What is that? And what risks are associated with it?
Also MRI, according to others, also shows sign of Chiari 0. Any input would be greatly appreciated.
