about learning and nervous system

Dear colleagues,

I am writing a text (in spanish) for the popularization of Biology. In particular, I am working in a section related to the nervous system and the way we learn.

I would like to know if it is correct to say that the network of neuronal connections is already established from the beginning of our lifes and that what learning does is modify the network just by making those connections weaker or stronger.

Is it more or less correct?
