Dear Sarah:
Without having had the opportunity to examine you it is difficult for me to address the issue with the arms and neck. Certainly this could be cervical stenosis or less likely TOS.
Now in terms of the low-back symptoms, this could definitely be arachnoiditis and some patients form scar tissue in a much more impressive manor than most other people. This may result in re-occurence of symptoms and in some cases worsening of their problem.
I think that it would be wise to see your surgeon again and to go over any details that may be pertinent to your particular case.
