My dad was told his brain matter had fat on it. I was wondering what that meant? the docs really didnt say much.

Without the ability to examine and obtain a history, I can not tell you what the exact cause of the symptoms is. However I will try to provide you with some useful information.

I am not sure exactly what "brain matter had fat on it" means either. One possibility is an intracranial lipoma. Intracranial lipomas (i.e, fat) can occur and if found is typically an incidental finding and are left alone. Was there any mass effect (i.e., change of the brain matter from the lipoma)?
