bulging disc c3. c4, previous back surgery

I am 28 years old, was diagnosed at birth with spinal bifida, I had back surgery when I was 20 yrs old, with fusion and rods, since then I had a herniated disc 4 yrs ago and got over that, over the last 3 months I have had constant pressure at back of head that would increase with a pressure feeling, got a ct scan and nothing, doctor gave muscle relaxers and didn't help, went to ed and get mri of head and neck and they said was bulging disc at c3, and c4, could my previous back issues be now causing the neck problem and from that would i have to have surgery done on my neck go to see a neurologist on 7th of nov?
