c-4 through c-7fusing

My first neurosurgeon did the c5-c6 discetomy with plating and fusing.  I was in constant pain and no one seemed to listen.  They did bilateral carpal release, but that didn't help those symptoms.  Went through therapy for a year with work hardening.  Couldn't get rid of symptoms.  Therapist didn't listen, nor did neurosurgeon.  they released me in April with 95% disability rating.  Went for 2nd opinion in June 2011.  Showed dr old mri.  He ordered new mri and ct scan.  fuse didn't take and the mri from aug 2010 showed this.  new dr/neurosurgeon is suggesting either injections or c4-c7 fusing and plating.  What should I do?  Every time they cut me open, I get worse.  IME report says this surgery will not help with any pain.  I am at my wit's end.  I can't decide.  Please help!!
