Hi,
How are you? TIA, is a transient or temporary loss of blood supply to a particular part of the brain, causing that particular neurological deficit. Where as a brain tumor is abnormal growth of cells in the brain , which compress the adjacent parts of the brain causing pressure effects.

Usually both the conditions are diagnosed by CT scan and MRI films. I think in your mother’s case, the tumor might have been very small in size or they might have mistook it to cerebral edema which happens after a TIA.

Consult a neurologist and take a second opinion in this regard.
Best.
