central sleep apnea and "brain tonsil"

My grandson will face surgery for what is described as an area below the brain that is "like a tonsil" and has no particular use".  This tonsil-like area is growing "into a funnel" near the spine and is causing headaches and central sleep apnea.  He is a very bright young man, absolutely full of himself.  The neurosurgeon will "snip off" the area that is growing into the "funnel".  

I don't understand and was wondering if anyone is familiar with this condition and this type of surgery.  I'd appreciate any information you can give to me.
