Hello Mr Dash ,
Sorry to hear about your father’s condition . Unfortunately Cerebral atrophy is incurable  but the progression can be delayed by some symptomatic measures . Please keep your father engaged in group activities . Loneliness and depression worsens the  neurological conditions . Keep him well hydrated , good balanced diet especially rich in Omega 3  fatty  acids helps a lot . Multivitamin , multimineral  rich diet should be given. Physical exercises like walking , stretching may make him feel better .Mental exercises like crossword puzzles keep the brain alert . Please consult a psychotherapist for help . The fluid you are noticing in his mouth may be accumulated  saliva .Excessive salivation may occur due to the medications or a salivary gland problem caused by the atrophy since the secretion of saliva is caused by brain impulses . Please consult a physician for the examination and confirmation of excessive salivation .hope this helps you . Take care and regards !
