chronic sternum pain

I have nearly constant pain in my sternum/breastbone area that is not relieved by the maximum daily dosages of both ibuprofen and tylenol extra strength. these are the meds my doctor has had me to take, and it is not helping. I have been told that xrays come back negative for problems in my lungs or bones, and have even been in the er and checked out for heart problems. I am afraid I am taking too much of these medicines, as I have read and heard the problems associated with them, and wonder if there is any way in the world to find out if the pain is caused by something other than "arthritis" which is what the doctor has said must be the cause, or if there is something else I can take that is safer. what can I do? I am so frustrated.
