There are are a number of treatments currently available for the treatment of diabetic neuropathy. The mainstay of treatment is good long term control of blood sugar , however if this is unsuccessful a number of  drugs are available. These drugs include medications which are commonly used to  treat depression and seizures but have a  pain killing effect in addition , these include Tegretol, Neurontin,  and  amytriptyline.
A number of newer experimental therapies are also under investigation but these areonly at the experimental stage and are not  currently available in the US.
As regards a hormone injection which causes new nerves to grow in the legs , this sounds like an overstatement , as no drug has yet been discovered which causes nerves to regrow  completely. I did find one reference in the world literature which  might  be relevant to the TV program which you saw.
This was a publication from Germany which refered to the use of a substance known as Cerebrolysin which was infused over  daily over a period of 10 days, this led to a reduction in the assessment of severity of pain  over a period of six weeks. This is however a very preliminary study  and does not necesarily mean that this therapy is likely to become available in the short term.
