enlarged venticles in brain of 30 week old fetus

My younger sister is 18 and is 30 weeks along in her pregnancy. Earlier today she had spotted bleeding and her water was leaking. She ended up going into early labor, which was stopped and she is ordered on bed rest. My main concern is that her most recent ultra sound (today) showed that both ventricles in the babies brain were enlarged. Previous check ups revealed that only the left ventricle was slightly enlarged. As of now both right and left ventricles are enlarged at 14mm. Help! What does this mean? Is it imminent that she will have a mentally retarded child? is there anything we can do to help this situation?
