epilepsy and non epileptic

hi my sister had an anyresum at the age of 11 she also has a plastic skull she suffered epilepsy since but for two years she didnt have anything then they started coming back but rarely
she then two years ago was having several seizures a day and they stared going to at least 20 they have only given her a ct scan which showed a lot of scarrring and a 2 hour eeg was normal they now say she is having non epileptic seizures but how can they tell after her having a 2 hour eeg and no siezure she has absences and violent jerking she also has siezures where she is picking her mouth and clothes and then goes into a violent jerk her eyes are wide open and she is unresponsive this happens up to 20 times a day she has been on the same meds for 10 years with no change do you think they should do more tests and do you think they could be wrong pleae help we are desperate
also one pupil is always dialated bigger than the other before or after a seizure
