mri interpretation

hi.  briefly, i have had neck and lower L-sided head pain (non-traumatic) x7 weeks.  MRI largely normal except for the following impression:  "punctate area of increased signal intensity on T2 weighted images in the mid left centrum semiovale without abnormal diffusion is non-specific, consistent w/age, intramedullary vein or partial volume averaging artifact with a deep sulcus, accentuated on flair sequences."  At C4-5, there is diffuse central slightly right greater than left mild chronic disc bulge.  At C5-6, there is 1mm retrolisthesis w/diffuse central minimal chronic disc bulge w/the intervertebral discs showing minimal to mild degeneration."  

Questions:  is this punctate area small infarcted vessels?  what can cause a punctate area?  is it a precursor to TIA or CVA?  are the degenerative areas of the C-spine related to the head pain??  thank you for your time..
