An allergic reaction to the H1N1 shot could have occurred immediately on taking the shot. The appearance of red bumps and nerve pain may be due to a viral infection. Another possibility is that there is a nerve compression in the spine and the skin bumps could be a coincidence. Please go for an MRI of the spine and arm and consult a neurologist and physician for diagnosis and treatment. Hope this helps you. Take care and regards!
