Rashes can be difficult to diagnose at the best of times for the non-dermatologist, but without the benefit of seeing the  rash it is practically impossible to make any suggestion.
Because of your history of arachnoiditis however  I  have performed a literature search and could not find any correlation between skin rash and arachnoiditis.
It would appear there fore that this is an entirely separate phenomenon and could be due to  any of the usual underlying causes of these rashes , but an  allergic reaction is very possible.
This cannot be suggested with any degree of confidence however without seeing the rash.
If this does not clear up soon I would suggest that you have it seen by a dermatologist to clarify what exactly is going on.
