neck pain/upper arm numbness

Had an MRI done 6/21/07 and results are C6-7, disc osteophyte change contacts the spinal cord with mild anterior cord flattening and moderate bilateral foraminal narrowing.  The C7-T1 interspace is unremarkable except for the minimal anterolistthesis. The remainder of the cervical spinal cord shows normal signal intensity and configuration.  The cervicomedullary junction is unremarkable.    At T3-4, there is a small posterior central disc protrusion without cord contact or foraminal encroachment.   The impression is mild anterior cord deformity due to disc osteophye change C6-7.  Small T3 disc protrusion without significant effect.    My neck hurts 'less' when I am busy working as a mechanic but when I sit down to relax it hurts more.  Pain in the left shoulder blade radiating down left upper arm with intermitant numbness.  Am I looking at surgery or PT to alleviate the pain.  Turning my head to the left sometimes causes the numbness which eventually turns to pain.
