pin point bilateral elbow pain

I live in the Lyme Dx hot bed area (western Wis; along the St.Croix & Apple rivers) and am outside most days.
Our animals are treated with a tick preventative & vaccine.
Despite this, we have numerous deer tick findings in the house.  I assume it could be the dogs or us bringing them into the house.  Yes we follow CDC recommendation; long pants, tucked pants, a product with deet...)
Regardless; my husband & I for the past 6-8 months have been experiencing ridiculously pinpoint painful bilateral elbow discomfort.  He has had more of the all over body aches/stiffness (what can I say, he's more the whiner).  However, I am noticing increasing pain/stiffness and generalized weakness.  My hands can't seem to grip like they used to; 40-50 # bags of dog food or rock salt used to be no problem, now it's literally all I can do to get them up onto my shoulders....it feels  crazy.
Lyme bullseye rash; a maybe last summer for me.  I was treated with the recommended doxycycline.
Both of our LYme dx tests have been negative.
Physician's are beginning to think our complaints are crazy.

Will docs treat just for sympotms?
Does anyone take into the  account of where you live and amount of exposure?
What about just treating empirically; at least during the tick season?

I have a friend who lives 6 miles from us....had many of same symptoms, no positive Lyme titre for more than a year; when he started treatment, he nearly died from the amount of bacterial kill load.  He was air lifted to CDC for treatment under an epidemiologists care.
