support group for hypotonic child

I have a grandchild age 17 months having central hypotonia,can someone suggest ways for making him walk,he sits with support but is not yet standing and tilts when made to stand,keeps biting everyone,he has low muscle tone even with early intervention he has hardly made progress,advise please
