Dear Nina:
Your problem, obviously, has not been easy to diagnose. While a normal CT scan and a normal EEG together can exclude most large brain tumors, the sensitivity of these tests in detecting problems such as narrowing of blood vessels, small brain tumors (specially if they are in the rear part of the brain or close to the skull base), and demyelinating or vascular brain lesions of small size is quite low.
If you are an older individual, I would be quiteworried about narrowing of blood vessels as a possibility.
I guess you need a second opinion, and suggest that you visit a neurologist at a large academic neurology department near you. In case you live near Cleveland, I recommend that you see Dr. Furlan, Dr. Sila, or Dr. Hinchey at the Cleveland Clinic, who are all very reputed neurologists with a special interest in stroke.
