Hello.

Let's start with the meaning of the words.

Bilateral = of both the sides (lateral=of the side)
Foramina - pleural of foramen (foramen = an opening formed by two vertebrae for the nerve root to exit)

Coming back to your question, there may be some problem with the intervertebral foramina (same as neural foramina) between Lumbar 4th and 5th vertebrae and L5 and Sacral 1st vertebrae. The result is compression of the nerve roots.
