It's probably too dangerous. If you want another opinion, I would get one from a neurosurgeon who specializes in chiari malformations.
It may be that the surgeon believes that the risks of surgery (possible paralysis, other complications) outweigh its benefits. Not all conditions such as this are the same. Some can be operated on with very minimal risks, others are inoperable.
If you have doubts as to whether your spine can be operated on, you could opt for a second opinion from another neurologist.
