Which surgery first for cervical and lumbar spinal stenosis

I have been diagnosed with central canal stenosis of the lumbar spine with a subluxation at L-4, L-5 (complete block on myelogram).  I have central canal and foramenal stenosis of my cervical spine.  Which is more important to do first?  My neurosurgeon seems to feel I should do my c-spine first, but the ortho feels I should do the lumbar spine first.
