It is clearly written in many health books and especially doctors says and prefers to drink milk,as it contains nine essential nutrients and vitamins, including protein, vitamins A, D,and B12, calcium, potassium, phosphorus, riboflavin, niacin, zinc, and magnesium,it's best to serve reduced-fat.All kids need to drink more milk because kids get lots of fat in their diets.

Well, she has to get nourishment, so, I would not worry too much about the milk at this point. What are her favorite foods? I would tempt her with these and see if you can get her to eat the 3 full meals required. She just may be going through a phase, I understand that a lot of babies her age do this at times. If it keeps up, see her doctor, maybe he can give her a vitamin supplement to help stimulate her appetite.
