In my opinion your weight is ideal! You dont have to loose WEIGHT but you have to build MUSCLE.
Also you are only 13. Hormones should be kicking in by the moment so weightloss diet may do some damage to your growing body and its systems.
So as a healthcare proffessional i recomend excercising to build up muscle (muscles will require energy so they will burn fat to get some = flat tummy etc.) and believe me they will help. So a healthy everyday diet, cardio and strength workouts (like box or taekwondo) and in some tine yiu will have a beautifull figure.
Personally as long as you are not 30, weight shouldnt be a concern. You see some belly fat, then you go to the gym, and not look for a diet.
Loosing weight at your age could stunt your growth, which could make you much shorter than you were intented to be. I am 17 and I regret starting to diet too soon because I ended up on the shorter side. Also stunded growth affects more than height, such as bones, organs and so on
One meal doesn't affect weight. It's when you affect metabolism through regular ingestion of, say, white bread that can become a problem. Contrary to popular belief a Thanksgiving feast doesn't make one gain weight as long as you return to your regular diet and exercise afterward. It's just one meal. And keep in mind, the way you look at 13 isn't probably the way you'll look at 17. Or again at 22. Or again at 30, if you follow me.
I usually eat quite healthy, at least most of the time i try to do so, but there are sometimes just days where my family and I go for a burger and I don't seem to be able to work those calories off easily.
What's your diet like? Even someone not overweight can have too much fat storage if they eat too many simple carbs.

I wouldn't say u should be trying to loose but trying to tone. There is a difference. just focuse your workout on your abs and legs. You don't necessarily need to diet but still want to eat healthy. As far as your weight you can look it up online because it depends on more than age but also height but it is an average weight for your age.
