My daughter, aged 12, has been diagnosed with osteochondritis of the knee. The cartilage is in tact. should I think about surgery for her?

At her age there is a good possibility the lesion will heal with rest.  However if it doesn't, the reults of surgery, with retrograde drilling of the lesion are very successful.
