failed shoulder replacement w/torn cuuff on other

Had failed replacement on one shoulder 2 years ago. No pain but cannot use arm much. Other shoulder had rotator cuff repaired years ago but MRI 2 years ago suspects torn again. Can use it but now causing lots of pain and use getting limited. Ortho Dr here will do nothing as afraid surgery might fail again (or I might sue-which I wouldn't) Just want to be able to use arms decently w/o lots of pain (or pain meds). In FL but would travel if needed to get help, I am 66 yrs old. Is there any help on either or both shoulders for me?

A MRI that is two years old is not really very useful.  I would suggest a current MRI, and in fact, I think an MRI arthrogram (an MRI following an injection of dye in the shoulder joint) would be most useful.  
If your doctor feels that there is no treatment for you, I would suggest a shoulder specialist at the local university medical center.
