Arm pain

About 35 years ago, I had the radial head surgerical removed! I was maybe 13? I never had a problem until 4 months ago when I tore my bicep. I did not tear it completely, it's a longitude tear. I am unable to do almost everything, and I have pain in almost every movement, I can't turn keys, start the car, personal hygiene is a problem. 3rd Dr elbow specialist gave me a cortisone shot on the outside of the joint. The pain in the joint got better, but the tear pain is still there! The shot has worn off and I am back to square one. Does anyone have any ideas or suggestions on what the problem might be and how to fix it?
