Black toenail fell off/ red puffy tissue underneath

About 2 months ago I recieved a black toenail from running. The tissue underneath recently became disconnected from the nail so that I could actually lift it a bit. I cut the nail back about 1 cm to where the nail was still connected. Underneath the toenail was a soft light red puffy sort of tissue that takes up approx. 50% of the toenail bed. It has not really changed in the last week. I have soaked my foot in epsom salt water, I've used hydrogen peroxide, and I put a bandaid over with a little triple antibiotic ointment. Nothing has really affected it. Any ideas? Should I see a doctor yet?
