Broken toe...15 months and still no better than the day it happened?

15 months ago I fell backwards from the top of a set of stairs and was fortunate enough to break my fall with my large toe packing all 160 pounds of body weight. Apart from the initial horrendous pain my toe then went black and swelled up to the point I could not wear a shoe, this then prompted me to go and see the doctor who referred me straight to the hospital.
The hospital conducted an x-ray and said that there may be a mild fracture and to take it easy for a while and wait for the bruising and swelling to die down...which I did. Two months later I started back with my exercise and although I was unable to do this whilst wearing a training shoe (I went barefoot) as the force from all angles was to greater pain.
I now find that not only does it hurt very mildly just walking or when driving a car or just trying to curl my toes upwards and the minute I catch my toe mildly, the pain is that of when I first injured it regardless of if I have my toes tapped with support tape. I cannot have my toe touched, I can’t kick a football, and even a ‘Beech ball’ as the pain is 2 great.
I have been told to do lots of stretching exercise to free up the movement but the toe only bends half what it should do. – If I was to kneel down on the ball of my toes with my bottom then resting on my heals...quite a normal easy thing, then I can only put weight on my good foot, any pressure at all feels as though it will snap my toe and If I do push too hard then it feels like I have broken it again and it will bruise and turn black.
Enough being enough I went to my doctors that have now referred me to the hospital for another x-ray but said that she did not think there was anything I could do, surly a bang to my toe can not mean that I cannot walk properly or participate in sports ever again???
