Can I repair a tear between my quadriceps tendon and the muscle?

The injury occurred about six years ago and is steadily getting worse. There was blunt force trauma to my quad tendon close to insertion of vastus medialis, rectus femoris and vastus intermedius. I cannot activate the quadriceps muscle in certain areas due to the injury. The strength of my injured leg is about 60 - 70% of my uninjured leg. Stretching seems to pull the muscle away from the tear site, resulting in decrease in strength and some pain. Most exercises put tension on the tendon and cause the muscle to pull away from where the tear occurred. The pain is not severe but there is a noticeable lack of functional strength in the injured leg. I feel that I have tried almost everything to rehabilitate my leg but a return of strength is nearly impossible. I am noticing worse and worse imbalance issues between the injured and uninjured sides. It is beginning to cause hip and back pain.
