Crush injury to foot

Two years ago my foot was crushed under a riding mower. Thankfully my foot wasn't cut but it swelled to five times its normal size and turned black. It took over one year to find a doctor who knew what what wrong. He did surgery to release the nerve in my foot from scar tissue. Two months later my foot was re-injured in an auto accident. It's been seven months now and I'm still having problems. My foot and ankle are still swollen and very painful. It's difficult to walk. I've had full MRI of the foot and ankle, x-rays, doppler, an EMG and physical therapy.  All the tests came back normal just as they did with the first injury. My doctor recommended pain management but I don't feel that will solve the problem. He sent me for a second opinion, all that doctor said was "there's a problem, but I don't know what it is".  My doctor doesn't know what the problem is either and he's moved out of state. Can someone please tell me what I can do?
