Does scar tissue buildup with Arthoscopic surgery?

Hi , just a quick question. I see the Orthopedic dr. tommorow, Wed, the 23'rd for my knee consultation. I have a history of building up scar tissue EXTREMELY FAST AFTER SURGERY. AFter my last bunionectomy which failed, I had a Joint salvage on the same foot, and this was 6 months later. The dr. told me on the first post op visit, that I had extreme scar tissue that had wrapped around all the bones and tendons and joints. He had never seen such severe scarring in such a short time. I then had a fusion of the same foot and sesmoid removal because the joint salvage failed, and the scar tissue continued to be a problem and made my recovery longer and more difficult.
            My question is this. With a Arthoscopic surgey or exploration of the knee, is scar tissue build up going to be a problem too, or is was this just a foot problem because of all my foot problems for so long?I am wondering if I should tell this to the dr. or not mention it as would it prevent him from possibly working on my knee? Will scarring make the knee surgery possbily fail?
