Hip replacement for elderly

My 83 year old mother was told that she has to have a complete hip replacement. Unfortunately she has many other medical problems and is not a good candidate for the surgery as she cannot have general anesthesia. She is in constant pain. Pain management has been suggested. Does anybody ahve any suggestions?

She can start with various anti inflammatory drugs but she should not consume them in a continuous way. Restricted use if these pain killers both narcotic and non narcotic with prescriptions can be used.
She can take steroid injections into the joint cavity by an expert and can repeat these in regular intervals if this works for her.
Tell her to consider viscosupplementation if the reason of arthritis was due to cartilage loss.
Let her discuss a more conservative approach with the orthopedician considering that she cannot go for hip replacement.
Discuss with an anesthetist who would try to select a proper drug which can be used for her, which is not allergic or which does not cause any side effects to her.
