"Horn" on my knee after surgery?

I had a medial miniscus arthoscopic surgery Dec 5.  About 3 weeks later, in my sleep, I must have been rolling around on my knee and the bandaid came off and a "horn" had grown under the incission.  The horn was about 1/2" round and stood out about 1/4".  I went back to my surgeon who said he'd never seen anything like it and that it could be a ruptured bursa and put me on antibiotics and put a new bandaid on it. I refuse to go back to him but don't know what to do since I've had it about 6 weeks now and it's not getting better. It's not poking out all the time - although seems to be poking out more when I get up in the morning. It doesn't hurt all the time (when it hurts, it's just more uncomfortable than painful).  I don't want to go to my doctor because he won't know what it is or what to do about it.  The other incission I had for the miniscus surgery is fine (flat).

What is it?  What can I do to fix it? What kind of doctor should I go to for treatment if I need it?

What do you actually mean by horn had grown under the incision? I am sorry but I was not able to understand your post.
If there is a foreign body poking out, then I think the approach should be to see another orthopaedician at earliest and het imaging study done which should include a MRI study to exactly the origin of horn.
Once known we can plan for further management.
Till then you need to keep it as much sterile as possible as if gets infected then it would probably infect the whole knee joint and cause extensive damage.
