Issues resulting from Longitudinal split of Peroneus Longus

Six years ago, at age 18, I split the peroneus longus in my right ankle playing basketball. It was misdiagnosed as a sprain, then I was told it was tendinitis and then told I was just crazy. Twenty one months (April 2004) later I had my first surgery to repair the split. The tendon was debrided and my fibular groove deepened. By February 2005 I was back in the OR to debride the tendon again as it had scarred too much to function properly. I was again back in the OR February 2006 to remove the scar tissue that had formed in the ankle joint itself. Between February 2004 and May 2006 I had 4 cortisone injections, two in the tendon and two in the joint space. After the fourth injection my ankle bruised for over a month and felt very "slippery" and unstable. I have since been dealing with chronic ankle pain which one pain specialist diagnosed as neuropathy. I tend to favor my good leg and put most of my weight on it when standing which has caused my hips to shift and compression between my L4 and L5. I cannot stand for very long because of ankle pain (or walk more than a half mile without increased pain) and I cannot sit very long because my hips and lower back being to hurt more. I have been treated by Army and VA doctors and they all tell me there is nothing else they can do for my ankle. No one is really willing to try and treat the pain in my hips or lower back or tell me how I can prevent it from getting worse. Physical therapy has given limited suggestions which seem more of a shot in the dark. I have a TENS unit that I use on my hips and lower back that offers some relief. I would rather not have more drugs shoved at me in an attempt to shut me up. Is there any doctor on the face of this planet who has an actual relevant and educated view on this that I will not go bankrupt for seeing? I am only 24 and hate the fact that I cannot keep up with life or play with my children when I have them.
