Knee troubles/treatment?

My husband is in the army. 4 weeks ago, while running, he started having pain in one knee. It got so bad he was limping, had a hard time standing, etc., so he took lots of pain medication. He was able to rest for two weeks after that.

Now he's in Kuwait, and the pain has gotten lots worse. He can't run at all, he can barely stand up, and he can barely walk unless he's taking lots of pain medication. The army will not let him see a doctor. It's been four weeks since the problem started.

1. What might this be, if not what I think it is?

2. I get the idea this is cartilage-related. If so, what treatment will he be likely to get?

I'm going to the chaplain tomorrow, possibly writing a congressman, and I may even ask the commander to look into it. Somehow, I WILL get them to let him see a physician. Until then, I'm his only source of advice. The medic told him it would get better on its own, but it's only getting worse. I can't stand it.
