Ummm.... ok, I'm not sure i know what half of that stuff is, :) so just to make sure i understood all that...
The cyst is there probably cause i tore the lateral meniscus and they will repair it through cyst decompression when they repair the lateral meniscus, and unless they repair the torn lateral meniscus, if they just fix the cyst it might come back ... ???

Hi, meniscal cyst are usually located along the peripheral margin of the meniscus. They get formed mainly due to trauma, hemorrhage, chronic infection, and mucoid degeneration. Another theory for meniscal cyst  formation is related with extrusion of synovial fluid through a peripherally extended horizontal meniscal tear, collecting outside the joint capsule.

Meniscal cyst treatment involves combination of cyst decompression (intraarticular decompression) and arthroscopic repair of  meniscal tear alongwith, as cyst can come back unless the tear is repaired.
