Medial Tibial Plateau Stress Fracture

I am a 37 year old female.  In April 2008, I had a stress fracture in my tibial plateau.  I limped on it for 2 weeks before finding out it was a fracture and not a torn meniscus.  I was then non-weight bearing to partial-weight bearing for 12 weeks.

I can walk on it now, but it is still very sore at the site where it was fractured - even to touch it with slight pressure.   I cannot jump, run, do squats or the leg press without making it hurt worse and making me limp again.

Two questions: 1) Should it still hurt after all this time?
                       2) What can I do to strengthen the bone?
