Should all the orthopedic doctors in Syracuse NY be jailed?

I went to urgent care got x-rayed and have a broken foot.  The Dr. there refused to set the bone even though they were extremely slow that day.  Seems the orthopedic drs. In town don't like them setting the bones.  They want to set the bones themselves.  That's ok but I'm sitting here in extreme pain for 5 days trying to get in to his office to get my bones set.  I am planning on giving the dr. An ear full Monday morning, but there should be a law where this is not allowed.
