Stress fracture-arthritis link

I incurred severe stress fractures while running in combat boots during basic training in  January 1981.I was treated for patular tendonitis for two months before x-rays were finally ordered.The x-rays revealed bi-lateral multiple stress fractures of the medial tibial plateau.Since then I have had flare-ups of pain in the knees in 1993,2001and in 2008.I went to the VA in 2008 and was diagnosed with osteoarthritis.They have since denied my claim saying "A tibial plateau stress fracture has not been shown to lead to degenerative changes in the knee joint".Is this true?

It may not be directly related but all the wear and tear over the years and tibial problem will contribute to it indirectly.
VA should understand that and should refer you to an expert committee.
Osteoarthritis is developed faster due to all the imbalances in the knee like ligament and tendon problems.
If you had some previous MRI it may help.
