Tender dent in tibia?

Hi, about 11 years ago I slipped and hit my tibia on a hard step when getting on the bus. There was a lot of pain and blood and since then my tibia feels dented. I still get sharp pain and aching even though it happened such a long time ago.

2 weeks ago I slipped again and hit my tibia in the same place. It did not bleed but swelled up and it is still red and bruised. When I run my finger along the tibia bone it is still sore and tender and hurts more when squeezed. It even aches when I put weight on it and my knee has also been more unstable in locking up and aching.

Should I be taken for an x ray?
