To have or not to have surgery? Interesting situation with fractured Fibula

Hi, I really appreciate you taking the time to check this out!

I fractured my fibula over 4 months ago. My original doctor said it will heal (on my final checkup appointment, he said it looked great). Then, I looked at the xray coming home and it looked still very much fractured after 2.5 months. I was still having pain, and couldn't play any sports. I went to get a 2nd opinion from another doctor, who says it is a non union and if I roll my ankle, it will fracture completely again.

Again, it's been over 4 months, it looks like the top part of the bone has translated to the left over the bottom part, and it doesn't look like it's healing. I have been on a bone stimulator for 1 month since I got the 2nd opinion. Should I wait it out, or have surgery?
