broken humerus

My wife (69 yrs) broke her humurus (right arm) near the shoulder 5 weeks ago and we plan to have an xray next week which hopefully will show the bone and bone fragments have joined up.  

I have heard ppl with a broken humerus are advised to let their arm dangle vertically down when they wash but my wife's forearm seemingly  'froze up"  when she had the accident and the range of motion is only about 10 degrees above and below horizontal - furthermore her (right) elbow is slightly swollen and hurts when touched. Explanations welcomed. Thank you.
