bump after cast

I suffered a slightly angulated hairline fracture on my right ulna 9 weeks ago.  I was put in a short cast.   No health insurance so I cut the cast off myself.  Afraid I may have done this too early as there is a noticable bump on my arm.   Is this normal?   I've included some photos.   I'd love to see an orthopaedic doctor but they insist on a referal and because I was treated in the E-room I can not get one.  This is very frustrating but I keep going in circles with these people and just can't seem to get the care I need (in the same accident I suffered other orthopaedic related injuries including a dislocated hip and broken ribs).

update: I've managed to get an appoitnment with a general physician at an open door clinic for monday so that I can get refered to an orthopedist.   Might be too little but I'll keep my phalanges crossed.
